To further standardize the duty-free shopping process, the Japanese government will implement a comprehensive reform of the current system. The new policy is expected to take effect in 2026. As a Japan-based DMC, we strongly recommend travelers understand the updated procedures in advance to ensure a smooth shopping and tax refund experience.
1. Key Changes
Abolition of In-Store Tax Exemption (Partial Sectors)
Certain product categories will gradually phase out direct tax-free checkout in stores. Customers will need to purchase items at tax-inclusive prices and apply for refunds afterward.
Shift to Departure-Based Tax Refunds
Tax refunds will be processed upon departure from Japan at airports or designated counters. Purchase records will be automatically verified through passport data.
Full Digitalization
All purchase records will be linked to the traveler’s passport and managed electronically. Paper-based tax-free documents will be eliminated.
Stricter Product Classification
Clearer distinction between general goods and consumables. Some items may have restrictions on combined purchases or refund eligibility.
Enhanced Customs Inspection
Customs authorities will strengthen checks to ensure duty-free goods are exported unused and not consumed within Japan.
2. Impact on Travelers
- Tax must be paid upfront at the time of purchase
- Additional time required at the airport for refund procedures (recommended: at least 1 hour)
- Consumables must remain unopened when leaving Japan
- Overall process will align more closely with European VAT refund systems
